node 8.12.0 is the first release on the 8.x release branch that included
npm 5.7+, that brought support for the `npm ci` command. while node 9.x
and node <10.3 did not bundle npm 5.7+ either those releases never had
LTS status and we shouldn’t need to bother with them.
