Prohibit not allowed licence combinations

Problem

Licences are in the current version a combination from Licence like "CC-BY-..." and the PublicationLimits.

Sometimes the users choose a combination of a free license but with and PublicationLimit This is never an intention, they usually want to mark the content as "This is limited due gema stuff".

We should add some quick checks in the first step here. A more advances licence model is a later topic.

We should actively set the legal best-cases by

• Prohibit the combination of a set PublicationLimits with any other license then the All Rights Reserved License.
• Set the "PublicationLimits 7T" rule by default (maybe make it configurable by hard settings?)
• Migrate existing "CC License" - "PublicationLimits is set" combinations by setting the Licence to "All Rights Reserved" and keep the PublicationLimit
