delayed submission of notification messages

Currently there seems to be a lag between new content and the resulting notification messages (e.g. sent via matrix or email).

For example, this article was created 12 days ago, but the corresponding matrix notification reached the global matrix feed just today.

The issue is visible both for notifications via email and via matrix. Thus the issue could be related to the huey task manager.
